The DEFENSIVE TACTICS SAFETY SYSTEM provides the law enforcement officer a complete defensive tactics system of strategies, tactics and skills for the effective, safe and legal application and use of force for officer protection and survival.
The SAFETY SYSTEM is a comprehensive system of defensive tactics developed on the principles of SAFETY and LIABILITY REDUCTION. It is formulated to accomplish three (3) objectives:
1. Save the officer’s life. 2. Protect the officer and department from legal liability. 3. Save the assailant’s life.
The SAFETY SYSTEM addresses the entire use of force continuum with tactics and techniques that effectively counter and neutralize edged weapons, impact weapons, and empty hand assaults with an emphasis on controlling, restraining, and arrest of suspects that limit the need for the use of firearms.
“We had Guro William Schultz come in and do a seminar for members of the Walpole Police Department as well as members of the Norfolk PD and Medfield PD. This initial training seminar was three hours long and was received very well by those in attendance. We are all very happy with the training and the system William presented. The Pekiti-Tirsia Kali System is very useable in Law Enforcement applications; it is simple and easily understood. It is a realistic defensive tacticts system of handling subjects through all phases of the use-of-force continuum. This will help ensure the safety of the officers and the subjects they are dealing with. We are looking forward to doing more training in the future with William to enhance the basics he has taught us.”

Training at Mongrel Combatives
"Coming from a 17-year background in Hapkido my training at Mongrel Combatives has filled in many of the gaps and answered many of the questions my previous training couldn’t answer.Specifically the strong emphasis on footwork training revealed deficiencies in my techniques and has enhanced and sharpened what I already knew.
As a Law Enforcement Officer my Pekiti-Tirsia Kali training under Guro William Shultz’s guidance has given me an increased awareness on the dangers of bladed weapons encountered on the job and how to effectively use my reactionary gap, timing, control and impact weaponry to stay safe.I have used many of the skills developed from training in the performance of my duties and in my approach and control of dangerous subjects. The training has also given me a more useful working knowledge of how to employ my ASP baton in a confrontation. The use of efficient no nonsense striking techniques in close quarters gives me the ability of fast efficient movement when in full motorcycle /tactical gear."
